No, fortunately this isn't actually true. It would indeed be crazy, and also simply unenforceable. Thank goodness!

Here in the U.S., we actually have rules along those lines (thanks to the U.S. Crapiot Act). There have been several notable cases of enforcement. For most part though, tourists and law enforcement ignore it.
