My understanding is that you would need to purchase that many licenses, 
as you still need to have the ARD Admin application installed to view 
the screen, which costs per seat.

However, there is now some provision for ARD->VNC compatibility, and 
you can use VNC for free.

The licensing that you mention is more appropriate for teachers who 
want to view student screens, and you now don't have to give the 
teachers admin level rights to do so.  But it is still impractical to 
have every student have their own viewer.
