I can reproduce the startup delay by extending the time between ARD launches.

And it's DNS related, I'm pretty sure. Mr. DeTroye reminded me to check the network out, which I thought would be related but didn't want to spend the time digging, but now I do...

Just doing basic tcpdump during a lag and during a fast startup I can see that the DNS server is very slow to respond. Or I think that's what I'm seeing. I changed which server I was using for DNS and this also changed my results (for the worse, but still helps to implicate DNS).
ARD says: PTR? reverseIPAddyHere.in-addr.arpa.
DNS Server says: NXDomain 0/1/0

The DNS response can be several seconds after the request (yes, shameful).
The workstations in the list are not in DNS.
A PTR request is made for each station in the Master List in ARD; more machines, longer it takes.

I believe I was seeing rapid response time when times between launch of ARD is shorter as those responses are in DNS cache (guessing). This was more prevalent on a Netware DNS server running caching only; pointing at primary DNS on W2K slows to a crawl every launch so far.

I'm going to guess that our DNS servers are misconfigured, but then this would also be the case for many others. Right now our primary DNS boxes are w2K servers. If I point it at our external DNS (running freeBSD) it's snappy as expected leading me back to blaming our internal DNS.

Any ideas?

For those wanting to check this on their own:
Fire up Terminal.
Type: sudo tcpdump host yourIPaddress > ~/Desktop/Trace.txt
Fire up ARD; once ARD is running, go back to Terminal and type Control C to exit TCPDump. You can then look in that text file to see what is going on. I've very curious to see if this is the problem for others.
