I can ping the IP address. The network is connected via VerizonDSL and they have a static IP address.
The icon in ARD shows that I have a "Ping response at IP address, but no Apple Remote Desktop client response".
The router has no firewall in it, and all the machines on the network have ARD turned on.

You have given us _way_ too little information to be able to answer that.. :-) How are you connected to the other network? Can you ping any of them, but just not see them with ARD? What kind of IP addressing are you using (public, private etc)?
