OS 9 machines can't run the ARD versions necessary for modern ARD OS
X interaction. But they can run VNC Server which OS X ARD can
interface with.

Consider installing VNC Server on the OS 9 machines.

Alternatively, you could install the ARD 1.2 admin software and VNC on a 10.3.x Mac, then control the ARD 1.2 admin software on the 10.3 Mac via VNC from another Mac running ARD 2.x or 3.
