Based on the information in this Apple Article (http://docs.info.apple.com/article.html?path=RemoteDesktop/3.0/en/ARDC866.html), I should be able to use a GIF file as the Locked Screen Picture. The original GIF file was named images001.gif which I changed to Locked Screen Picture.gif. I then copied it to /Library/Preferences on the client computer. I then lock that computer and the picture is the GIF file but there is no animation at all, it's just the picture. Is there something I'm missing?
