Agreed on this point - any form of VNC (which is basically what ARD uses to allow you to control and observe the screen) will be rather frustrating. Just about any form of video connection is pretty much infeasible over dialup, and ARD is no exception.
Answering your primary question, though, I think that ARD is a bit overkill for a single-person support. ARD is designed more for lab management than remote point-to-point support. There are a number of free and better-suited tools for that sort of thing than ARD- NX Client / Server (open-source ones are free), VNC (free), Timbuktu (not free, but very powerful) are a few in that list, as they are designed for one-host-one-client. Paying for an ARD license to assist one person is sort of like buying a big rig truck to move one cardboard box.
