Well, I know of one location where they had a class B assigned and (for a number of years) it was operated as a single subnet (I'm assuming that we're talking subnet, rather than routed network at this point - routed networks are (should) all be = size of the entire internet man. Apple uses /22's per building floor - and while we -do- have a class A to play with, you could argue that so does anyone on an RFC 1918 network... I'd suggest an assumption that you won't have to deal with anything greater than a /20 (or if you do, it's going to be -very- sparsely populated).
