Discover advertised HTTP and FTP server in IE on Windows

How do you install ExplorerPlugin.dll under Windows' IE and use the plugin
to discover an FTP server on a Panther box?

Does Panther's ftp server advertise itself via Rendezvous by default? Or are
there additional configuration steps?
