Paul,

The ExplorerPlugin is installed automatically when you download and run RendezvousSetup.exe. You can find this file at: http://developer.apple.com/macosx/rendezvous/RendezvousSetup.exe.

On Panther, if you go to System Preferences->Sharing and click on "FTP Access", you should see the Mac's machine name show up in the IE Plugin. If you have problems doing this, the most likely culprit is a firewall is blocking mDNS traffic on your Windows machine.
