I believe that R includes at least one package for neural net computing.
Go to http://www.R-project.org/
Click on the CRAN link on the left side of the page.
Choose a mirror.
Click on "Package sources" on the left side of the page
Find the package "VR", note that it is a bundle of four other
packages, one of which is "nnet" which stands for neural net.
