It depends on what $ARCH your looking at. For x86 (Intel, AMD) I'd
recommend ifort[0,1] (Intel FORTRAN Compiler) It's not free anymore :( 
But is pretty cheap for EDU.

For Linux I'd also recommend Lahey[2]. It's about 15-20% slower
(program execution times, not compile times) than ifort, I haven't dug
too much into the different optimzation flags.

This is all in reference to the numerical models I work with[3].

Does any of this make sense or help, I hope it does...
