As a colleague had to remind me, it turns out that we already ship the relevant information:
/Developer/Examples/Speech/Synthesis/SynthesizerAndVoiceExample
This shows how to implement either the older, buffer based, synthesizer API, or a newer, CFString based API. If you're starting a new project, we recommend programming to the CF API.
As you will see, there are not a lot of surprises: The synthesizer APIs are basically a subset of the user level APIs.
