Am I correct in assuming that hinting a .mov just adds in the RTP headers and
strips out the tables such that the streaming server can just send the file
and it doesn't even have to know about RTP?

Its a bit more complicated than that. The packetizer decides where to split up the media, though with RTP JPEG it is relatively straightforward.


I'd have to fight with our sysadmin to open our firewall.  Would a sniffer
trace of the session do?

If I can see the stream I can run a debug version of QT and see what the components are objecting to. If you sent a packet trace I'd have to do it by eye.
