  You are correct in observing that the qtpasswd.exe program
  does not encrypt the passwords as it writes them to disk.

  I believe the qtpasswd source was based on the htpasswd utility
  on Unix.  When the qtpasswd program was ported to windows,
  the crypt call was removed because it was not easily available
  on the windows platform.  This is an area that would be
  great for the Darwin Open Source community to contribute to.
