qtpasswd.exe on Windows DSS

According to the documentation that came with my DSS 2.0.1 it says that 
qtpasswd.exe "does encrypt passwords in the user file".  I just created 
one and the password is in clear english to me.

My question is, does DSS 2.0.1 encrypt passwords on Windows?
