Mac OS X Server features WebDAV support, but this is only a file system standard. QTSS Admin doesn't support multiple users at this point, so you would need to give everybody the administrator password in order for them to set up playlists with our UI...

We do include (and use) a Perl library called playlist-lib, which you can use to manipulate playlists on your own. One solution is to use Perl to create your own CGIs for your websites, and integrate playlist-lib support into them.

As for opening the link in Windows Media Player (or WinAmp, for that matter) that will all depend on what the end-user has selected as the handler for MP3 client playlists. If they've set up WiMP to handle their MP3 stuff, then it will launch when the user clicks on the link. Same goes for Macs using Audion, QT, or MacAmp instead of iTunes.
