Once you install PP#2, you need to login from a browser on the local machine. Try http://127.0.0.1:1220/ or http://localhost:1220/ from the *same* machine that you installed the server on. Once you successfully run the setup assistant and set your admin username and password, then you can login remotely.

Hope this clears up any confusion. And, sorry for making this process so confusing. Allowing only local loopback address connections before the setup assistant is successfully run is a security feature, since we don't want anyone to connect to your machine before you set it up.
