It sounds like you need to simply increment the sequence number by 1 after
the gap and increment the time stamp by
(gap time * rtp stream timescale). The SDP info in the describe
response identifies the time scale.
The sequence number doesn't change based on packet length (or bit rate).
It is incremented on each new packet in a stream that is sent over the
network.
