Live Broadcast Howto?

Hi everybody,
	We are developing a multi-media proxy for linux environment.
In order to split live streams we should detect RTP packets and modify 
them for each client.
	We can not find any tools to generate live streams from a
audio/video file. 
	Up to  now, we have used "g2slta.sh" of RealNetworks but it
generate RDT packets and we dont familiar with its format. 

	would you please inrodume me a tool that can generate live streams
with RTP profile.
