RTCP doesn't seem to be syncing A/V

Hi, 

Sending a  live A/V broadcast to a QT client on Windows platform. Client
receives the
broadcast OK, but A/V are not always start in sync, so I would hope that
RTCP would get them in sync.
Nothing I do, however, seems to make me believe that the QT client is 
actually processing the RTCP reports for the purpose of aligning 
the audio and video medias. 
Does the QT client use RTCP to align audio and video or is there some
other non-standard mechanism involved here.
