Sounds to me like you are doing everything correct.
The Perl Admin is automatically started in the DOS command window,
and stays running. What you're perceiving as a hang is actually
the Streaming Web Admin waiting for HTTP connections over port 1220.
Try opening a Web Browser connection to port 1220
(on the local machine):
http://127.0.0.1:1220
You didn't mention what version of Streaming Server you are running,
but this much should work and be the same for both DSS 3 and 4 on windows.
