Try killing off the currently running streamingadminserver.pl command
as well as any DarwinStreamingServer processes.
root# killall streamingadminserver.pl
root# killall DarwinStreamingServer
Then start up just the streamingadminserver.pl:
root# /usr/local/sbin/streamingadminserver.pl
Now, open your Web Browser like this:
http://qtss.domain.com:1220/
That much should work... Being that it is running on port 1220 and uses
completely different directories to serve files from (/var/streaming/AdminHtml/)
should have absolutely nothing to do with Apache also running on the box.
We've not encountered a 403 error before, so if you can provide more
details, or if you're able to reproduce the problem, please let us know.
Thanks,

>HI, I installed new Darwin preview 2 on Redhat 7.1, and now I get an 403 error when I try to go to the Admin page. It was working with preview 1 fine.

Could there be some setting in Apache that is not pointing to the files? or to the files at port :1220?
