Are you broadcasting via unicast or multicast from your broadcaster to
DSS?
What version of DSS are you using? What broadcaster (generating the
.sdp files) are you using?
Is there a t=x.x line in your .sdp? If so, then try deleting that
line, and re-save the .sdp file in the Movies directory.
I have actually experienced the same problem today with a live
broadcast via
unicast.
I'm running Sorenson Broadcaster 1.5 (updated with their most recent
patch)
and DSS 4.1.3 on a Windows XP Pro box.
This is the SDP-file generated by the broadcaster (and that I have
placed in
the movies directory, once with the t-line and once without it):

I have no problems with accessing local movies in the media folder of
DSS.
