I have experiences that match your need quite well. You
install a TV card of any kind to capture TV signals (of
course a TV cable is connected to that TV card). You also
install the encoding and broadcaster softwares. I am using
Sorenson Broadcaster software. In this software, you can
specify your audio/video source (video source is the TV card
of course), specify encoding/compressing methods, such as
Mpeg, h261, sorenson 3, etc, specify the address of the
target of the broadcast. You can broadcast to a unicast
address or a multicast address. I strongly recommend you to
broadcast to the unicast address of a streaming server, such
as QuickTime Streaming Server, which is free. Then your
users can get the movie with a movie player, using
"rtsp://addr_of_qtss/xyz.sdp".
This solution work very well, and is easy to setup. Read
manual for more details. Good luck!
