Here's an easy solution.  Go to http://www.no-ip.com.  They allow you to set
up an address that will match your constantly changing dynamic IP.  This
also works with people who want to give out a web address instead of their
direct IP numbers.

You can get their basic service free of charge, and their most advanced
package which includes POP3 and mail server features for only $30 a year.
