I am just starting in this area, but with QT, you can make several bit rate
versions of the same movie & store them on the server,

Then by using a RefMovie embedded in your web pages, the correct version
will automatically be delivered.

Not quite what you were asking, but it does the same thing more or less.

Short of doing the ref movie, you could have the different versions with
separate links on your web page.
