LiveChannel from Channel Storm <http://www.channelstorm.com> does exactly
what you said except that it is QT encoder at the same time live HREF track
generator.

When you use Live Presenter function of LiveChannel, three port numbers are
written in the SDP file exported by LiveChannel. The third port is used for
HREF track.
