QT Progressive issues (Internet Explore VS Safari)

I am having different behaviors happening w /QT Progressive downloads between Internet Explorer and Safari. Internet explorer works fine but the same page in Safari will not start playing the movie until it is completely downloaded. I know that Safari can work because it works fine with progressive movies on other sites. I just can't figure out why it wont with mine. (BTW it works fine for streaming movies off my site)
