Have you taken bandwidth usage into consideration?  Keep in mind that
DSS will stream movies at 2x speed until the client's buffer has been
filled to a certain point.  That means that a 300kbit/sec movie will be
sent at ~600kbit/sec for a while  when  the client first connects.

>From the sound of it, your issue probably isn't related to WM services,
unless WM server is using a large amount of system/network resources.

HTTP and UDP transports behave somewhat differently- "overbuffering"
(sending the data to the client at speeds greater than 1x) is a little
different, and packet loss is dealt with differently.  It may be that
your HTTP stream was just tolerating packet loss better than UDP.. If
that's the case, then you need to isolate the cause of the packet loss.
Things to look at are potentially bad network hardware and bandwidth
availability.

You may want to start by disabling WM, and use UDP transport for DSS
streaming.  If you still get packet loss, then WM isn't related to the
problem, so you really wouldn't need a second machine to run DSS.  You
also may want to try using lower-bitrate movies to see if that solves
the problem.. If it does, then you may not have enough bandwidth to
serve the higher bitrate movies.
