Secure Administration via SSL not possible

Hi!
We use DSS 4.13 and want to use SSL Administration for security reasons.
But when I set in "General Settings" Secure Administration (SSL)enabled, the message "SSL is not available on this computer. Please make sure that the Net::SSLeay perl module, OpenSSL, and a signed SSL certificate are installed"

- Yes - Open SSL is installed
- Yes - The Perl Module is installed
- Yes - The certificate is installed

I created the certificate with
"openssl req -new -x509 -nodes -out streamingadminserver.pem -keyout streamingadminserver.pem -days 1000"
as described by Mythili Devineni in his posting from 8/29/01
and copied it to /etc/streaming/.

I tried it on two different Linux Installations: RedHat 7.1 and Mandrake 9.0

What is wrong ?
