My problem, and likely your's, was partially because Quicktime won't play
an mp3 playlist.  Can run it in Itunes using an address like
rtsp://streamingserver.com/playlist but this won't work with Windows Media
player etc..  That's where I needed the playlist.

The error code may well be the way you formatted the files.  If you create
your own mp3s using files from ITunes life should be fine.  If you gather
mp3s created from other programs you may find that the server doesn't
recognize the mp3 files.  I had to recreate the mp3s but running  them
through Itunes in order for the server to recognize the file format.

As far as the webserver, I needed it for the playlists that I created
(Windows Media Player access).  I also had to make sure my MIME settings
were updated to accept "m3u" extensions.  

sdp files are for the movies.  The playlist for mp3s doesn't seem to show
in the directory so I guess its not something you'd see.

As I mentioned, I'm new with this.  Hopefully I gave an accurate account
and maybe helped out a couple people.
