Unfortunately Sorenson broadcaster has been deprecated. So right now
you're pretty much stuffed if you want to broadcast Quicktime from a non
mac machine. However, you might be able to broadcast mpeg4 encoded
movies. I think envivio have a broadcasting app that runs on windows.

There does exist the Windows version of the Sorenson Broadcaster
application
that runs on Win32. It is a commercial piece of software that works as
a live
encoder that works with QTSS over UDP (both unicast and multicast). I

believe it supports the latest Automatic Announce (unicast)
broadcasting, but even
so if you are careful to copy the .sdp file from the broadcaster to
QTSS movies
directory, then you shouldn't have any problems.
