You can't do RTSP streaming of MP3 files, and therefore can't do
on-demand streaming of MP3s through QTSS unless you convert them into
audio movie files with hint tracks.
However, you can have the effect of streaming the MP3 files on-demand
if you put (or symlink) the files in your web server folder and serve
them from there, using an m3u file to point to it.
