I did a little reading at mpegla.com. I ran across this:

So government-type streaming wouldn't incur additional licensing $ it looks
like. I am not an attorney.

And also, it's where value-add is created where licensing fees apply like
those who create encoders and decoders and those who utilize encoders and
decoders for remuneration.

Also I believe there might be a minimum number of streams or copies or
whatever, under which quantity there is no fee. Can't recall where I read
about that.
