Making QTSS and content legal...



List,

I'm seeking advice on making a streaming endeavor legal.

I have reviewed some basic information at

 http://www.everwicked.com/content/MPEG4IP_Guide/mpeg4ip-09.php

But I'm seeking some advice from any users that might be doing something
along the following lines:

A. Municipal Government entity

1. Content that will be created in-house, all rights reserved.
2. Streamed publicly via the Internet using QTSS/DSS and QTBroadcaster.
3. Content simulcast via low-power FM - future endeavor

What legal and licensing hurdles are there? Apple advertises "no per-user
tax" on QTSS, but I can't find information about licensing QTSS for
commercial (government) streaming. Additionally, the statement "MPEGLA will
stand for its rights each time you violate the MPEG-4 licence" as noted at
the previously listed URL is vague. Do I need to license MPEG-4 encoding? I
thought that was part of the technology in QTSS/DSS. Can anyone elaborate?
