Problem encoding low datarate movies in Sorenson Compression Suite 3.5 with Pro Codec 3.1

My low speed movies are out of sync when I encode them.  I'm encoding a AVI movie that was captured using Sorenson Compression Suite.  Towards the end of the movie (trt 1:43:03) about 1:30:00 or 1:35:00 into the video its out of sync so bad to where the audio of the person talking does not match their face.

Here are my settings: 
frame size: 160 x 120
fps: 3fps 
Bi-Directional Prediction: off
automatic Keyframes: unchecked 
Quality setting at 40 and 
drop frames to maintain data rate: checked  
Quick Compression: on  
Image Smoothing: on  

I'm Using Sorenson Codec for Video and using Qualcomm for audio 
 
Has anyone else experienced this problem?
Please provide any help as to what I might be doing wrong?
My settings are really similar to what I've been doing I haven't noticed this problem until I upgraded to Compression Suite for our XP workstation.
