delay when streaming mpeg4

could anyone tell me why there is a delay when streaming mpeg4 content. when i encode it to open (stream) in the quicktime player, it is almost instantaneous. however, if i just create a link and have it open in a browser, it seems to take a long time to download with no quickstart like when using quicktime streaming.

what gives?
