Have you tried tuning on other streams? Here are a few to try:

- delivered via Akamai (DSS 4.1.2 on Linux)

<http://www.americafree.tv/>
- delivered via DSS 4.1.3 on Linux

<http://cctvcambridge.org/live.mov>
- delivered via QTSS 4.1.3 on Mac OS X

All of the above work for me in Panther.
