newbi question concerning realtime encoder



i just need a hint where to start research first.

what i want to do is as followed:
there are regularly live events recorded, video and audio. now i want to encode the video and audio in realtime in two qualities, dvd-like mpeg-4 video, isdn-bandwidth (64 kbits/s) streamable mpeg-4 video, cd quality acc audio and low quality aac audio stream. the lowquality audio and video will be uploaded to a streaming server, the high quality files will be stored on a local file server. important is, that the two audio and two video streams have the same timecode, because web users should be able to edit the low quality files and send an editlist to us, so we can batch the editlist to the high quality files and send back a cd rom.
as we are a non-profit organisation, the whole system should be as cheap as possible. that's why i decided to use the darwin server. i also tried the quicktime broadcaster as encoder but wasn't happy with the results at all. besides it doesn't seem to be possible to encode two differebt streams of one input at the same time.
is my imagination possible at all?
where do i find useful information about different software- or hardware-encoders that are useful for our needs?
i'll be happy about any suggestions.
