Did you download the QTSS/DSS Adminstrator's Guide? That might help.... at http://developer.apple.com/darwin/projects/streaming/

I have not used playlists. But, if the test movies stream fine, all you have to do to stream your own hinted QT streaming movies is to put them in the same directory as the test movies, and then you should be able to access them.
