Maybe we had better observe accurately what's happening and file a bug report to Apple. I had no problem with the streaming server or admin-server until I broke the binding from one IP number.

I have an X-Serve running 10.3.2, file and print services on 130.216.231.1
After failure of an old box running web & streaming, I moved these onto the X-Serve, and bound their old IP nr 130.216.231.2 to the same physical port as 231.1 The second card on the server is connected to a different routed subnet.

I had some error reports from clients that appeared to be address related, so from the 10.3 ServerAdmin.app I unbound 231.1 from the StreamingServer. Since then I have noticed:

the SS Web Admin may report the server is stopped when it is still running;

reboot of the X-Serve may give no restart of SS, and SS Error Log reports "You must be root to bind this service to port 554";

if SS is allowed to run on all available IP nrs there is no problem (the client troubles were win2k, unrelated to this)

I would like to put in a separate card for the SS, but if it cannot happily restrict itself to only 1 IPnr ....
