It is Apple Scriptable, and you can call a compiled AppleScript via the
command line, so in theory, yes, you could setup a script that opens a
presaved set of broadcast settings, and tells it to start broadcasting.
Then call that script from the command line.
If you can do a direct CLI call to Broadcaster, that I don't know.
