I haven't stress tested a setup with multicast relays. However, I have done some tests with unicast streams on an Xserve with 4GB RAM and local RAID using streamingloadtool. For video on-demand streams I was able to get over 8,000 20kbit streams, over 2,500 64kbit streams and about 1,500 300kbit streams. I didn't test higher bit-rates, but I would expect to get hundreds of unicast vod streams at ~ 1 megabit.

The 2 megabit streams seem rather large. With H.264 on the horizon, you should be able to get standard-def quality streams at about 1 megabit per second. This will reduce load on your server and network.

Multicasting only sends one stream per program no matter how many users, so more users will not increase network traffic; only encoders.

Right, but my guess is the box will run out of steam before the pipe gets filled.
