The Backbone folks are working on a version of their product for video
(don't know if it is shipping yet). Wirecast supports video today and
with AppleScript support you could automate playlists. QTSS Publisher
lets you dynamically configure playlists and enhancements are coming in
Tiger Server that may help with what you are trying to accomplish. The
bugtv product mentioned previously on this list is focused on broadcast
playout, but could be combined with an encoder for streaming
(http://www.bug.tv/en/home/home.html).
For the relay config, an "announced" source should start up the relay
dynamically.
Alternatively you could use "request incoming stream" or "unannounced
udp" sources. If a client tunes in and there is no incoming stream
they'll get an error message. However, a static configuration like this
can be easier to configure and manage.
