can't get QTSS to install - Win '03 server

Hi, all -

New to the server-building world. Trying to set up a test box so I know how everything works before I actually install QTSS for real... having no luck.
On a Dell PC running Windows Server 2003, I have no other services running on this box. I won't get into tech specs - the box can handle the OS.

I installed Perl, latest known-good version. That installation appears to a have completed successfully.

Downloaded and attempted to install Darwin QTSS but it never gets past creating a user account. The last message I get, after giving a user name and password, is "Adding userName [myuser]."

That DOS window hangs around forever. I can't do anything else - nothing else I run works, it all says it's waiting for Darwin to be active.

 What have I missed? Anyone? Thanks in advance.
