Apache fails to start with Darwin Streaming Server Running

Specs:
Redhat 9
perl-Apache-ASP 2.57-fc2.build75050506.13
Darwin 5.5
Plesk 7.5.3
3 IPs assigned to box
x.x.x.17
x.x.x.48
x.x.x.49

Short version: After starting Darwin Streaming Server,  I try to start Apache in plesk I get the following error message:

Unable to make action: Unable to manage service by websrvmng: websrvmng: Service httpd failed to start
----
0: /usr/local/psa/admin/htdocs/server/restart_services.php:19 psaerror(string "Unable to make action: Unable to manage service by websrvmng: websrvmng: Service httpd failed to start")

Running apache alone it works fine.

Long Version:
After spending a lot of time trying to find out why Darwin Streaming server will not stream properly, I have figured out that there is a port 80 conflict between these two services.

So I have changed configuration files on both of them. On apache I changed its configuration file to only listen on two IP addresses.
\etc\httpd\conf\httpd.conf
Listen x.x.x.17:80
Listen x.x.x.48:80

On Darwin I forced it to bind only to IP x.x.x.48. So I have each service bound to separate IP addresses.

Does anyone have any ideas on what I could check/change to get this resolved?

Thanks.
