If you are completely new to this, I would start here:

In (very!) simple terms, you need an application that can take the
TV tuner as its input and send the compressed video stream
to the streaming server.  Clients can then connect to the server
and watch the stream.
It is important to note that DSS does not provide the ability
to digitise and compress video.
