Yes.
If your file has a nominal bit rate of X Kilobits per second (Kbps),
then
in principle you could download it over any connection of any speed -
it just might take a while.
In order to view a streaming of the same file, you will need to be
able to receive X Kbps, period.
In fact, you will need more with most codecs, as most are variable
bit rate and may have peak transmission rates considerably larger
than X (I would allow for at least 2 X).

If by non-broadband you mean a phone line, you need to have X ~ 40
Kbps at most, and I would suggest
20. OK for audio, not so good for video.

Depends on your content, bandwidth and audience.
