QuickTime Pro allows you to rehint a file, all it does is it deletes the
original hinted track and adds a new one with out recompressing.
Someone correct me if I'm wrong there.

This is news to me. I assumed that once you exported/compressed a
file, if hinting was not built in, then you'd have to recompress it with
hinting.
Is this not the case?
What apps allow this post compression hinting?
